The user freezes water particles in the air and gathers them in a ten meter circle centered on them on the ground. This allows the user to use the field like a launching station for ice based jutsu regardless of the climate they are in as well allows them to plug up holes in structures or slide along the ice equal to twice their movement, but only in a straight line if not wearing skates of some sort.
