Targeting a single chakra point, the user delivers a two-fingered strike at the opponent, in an attempt to plug the chakra that's being used and halt its flow. If it hits its target the target loses the ability to cast chakra based jutsu on their next turn unless they have the one handed seals perk. By plugging this single chakra point, this strike does not fully halt the flow of chakra, but slows it down for a moment, giving the user a chance to follow up with another strike. This strike will prevent the effected from using jutsu that require a chakra cost, unless they can use one hand to complete the jutsu.
