Water Release: Starch Syrup Capturing Field

Backstory:
The user spits out high-viscosity, chakra infused water, aimed at a surface of wide scope. This is a stream of sticky liquid which can be used to form an adhesive trap that can inhibit a person's mobility. One can effectively reduce their enemy's area of activity with this technique, and has the effect of being able to take complete control over the battlefield. The normal scope of this technique is normally just a few meters, but with enough chakra, it is also possible to make an entire pond of starch syrup. Being caught in the technique can be avoided by channeling chakra to one's feet allowing one to walk upon it uninhibited, beforehand.

Range: The field of sticky syrup can be as large as half the user's chakra stat in meters in radius, costing a C-rank amount of chakra per five meters. It forms a rough circle around the targeted area.
Duration: - [Cooldown of 5 posts.]
Effect: By kneading chakra in their belly the user will form a high-viscosity chakra infused mass of water which they will then spit at a targeted area on the ground. The speed that it is spit out as well as the strength of the syrup field is equal to the user's chakra stat capped at 70. One of the ways to avoid this technique is by channeling chakra into ones feet and using water surface walking technique to walk across it uninhibited. However, this only works if the chakra is channeled into their feet before the syrup touches their feet and has no effect after it touches their feet. With that said, a target with low reflexes can easily be stuck in place by this technique. If the target has a strength stat higher than the strength of the sticky syrup, they are able to break free from the field but face a 15 stat point reduction in their speed stat while walking across the field if they do not use water surface walking technique.

How hard is to break free from the starch? Does the enemy need a required stats for strength?

I already stated in the jutsu that the target must have a strength stat higher than the user's chakra stat to break free, or find another way to break free.

By kneading chakra in their belly the user will form a high-viscosity chakra infused mass of water
I think because of this, anything larger than a puddle of water that has an area of 10 meters (which is double the size of the basic amount you've stated) would need a post to prepare.
Add a preparation cost of 1 post for anything more than double the base area of 5 meters.
